Tier lists are usually opinions. This one is a count: the share of decks each leader took in OP17 online tournaments, from Limitless TCG (turnamen online OP17). A leader with a quarter of the field is not the best deck by argument; it is the deck you will play against most, which is the thing that matters when you sit down.

What to prepare for
With Dracule Mihawk at 25.1% of the field, every deck you bring needs a plan for it, and the second most common opponent is Rocks.D.Xebec at 8.2%. The B and C tier leaders are where the upside is: fewer players prepare for them, and a well built list steals rounds from people who only practised against the top two.
